In a move aimed at stemming wide-scale online piracy on college campuses, Penn State University on Thursday reached a deal to offer thousands of students free access to the Napster music service. Penn State President Graham Spanier said the school will offer students access to digital music and limited downloading from Napster’s newly relaunched music service at no cost. Music fans in the US are buying almost twice as many singles in digital form over the internet as they are on CDs from stores, according to a report. Some 7.7 million tracks were bought and downloaded since the end of June – compared with four million CD singles sold, Billboard magazine reported. The figures show the success of new legitimate music download services. But some say online and CD single sales cannot be compared because so few singles are now released on CD. Just one week after being congratulated by a judge for staying clean, Scott Weiland has been arrested for driving under the influence of drugs. The former Stone Temple Pilots frontman/current Velvet Revolver singer, who turned 36 on the day of this most recent arrest, was apprehended Monday morning in Los Angeles at 6:37 a.m. An L.A. police spokesperson said that an officer was dispatched at 6:07 a.m. to the corner of Melrose and Genesee, where Weiland’s 2001 BMW allegedly struck a parked van. Ozzy Osbourne has rescheduled his European tour. The trek will now take place in January and February of 2004. The dates were originally planned for this fall, but had to be scrapped when it was revealed that Osbourne was undergoing treatment for a worsening tremor. A specialist at Tufts University in Boston has put Osbourne on medication which causes dry mouth, thus affecting his ability to sing.
