The Senate voted 55 to 40 today to wipe out all of the Federal Communication Commission’s controversial new media rules, employing a little used legislative tool for overturning agency regulations. The resolution of disapproval, sponsored by Sen. Byron L. Dorgan (D-N.D.), is now put on the House calendar, where a tougher vote is expected. Even if passed by the House, the White House has promised a veto. The week the music industry brought suit against 261 users of Internet file-sharing services, Donald L. McCabe was in St. Louis to talk about a different form of digital copying. Mr. McCabe, a Rutgers University professor, has made a career of studying the cheating of American high school and college students. His most recent study found that cheating was spreading almost like file-sharing. Of more than 18,000 students surveyed, 38 percent said they had lifted material from the Internet for use in papers in the last year. There’s been no stopping Three Days Grace these past few months. Sony Corp. plans to launch a music download service in the spring, vice chairman Howard Stringer said Thursday at a gathering of electronics dealers in Paris. Stringer briefly mentioned the initiative during a presentation with Kunitake Ando, president and group chief operating officer of Sony Corp. “We believe in maximizing the opportunities for people to enjoy music by making networks much friendlier places to visit and easier to obtain music from – in a legal manner,” said Stringer, who also is chairman and CEO of Sony Corp. of America. Six months after a deadly nightclub fire, the club’s owners and a rock band were fined nearly $100,000 by the federal agency that regulates workplace safety. Legal experts say the move could bolster lawsuits filed after the Feb. 20 blaze, which killed 100 people and injured nearly 200 others at a Great White concert. “It’s not absolute proof of negligence, but it will be used as evidence to illustrate negligence,” said David Yas, editor of Rhode Island Lawyers Weekly.
