The week the music industry brought suit against 261 users of Internet file-sharing services, Donald L. McCabe was in St. Louis to talk about a different form of digital copying. Mr. McCabe, a Rutgers University professor, has made a career of studying the cheating of American high school and college students. His most recent study found that cheating was spreading almost like file-sharing. Of more than 18,000 students surveyed, 38 percent said they had lifted material from the Internet for use in papers in the last year. Just when some old-school Metallica fans were ready to write the band off for crafting St. Anger – which prominently features a snare drum that sounds like a screwdriver hitting a trashcan – and for playing snippets of Michael Jackson’s “Beat It” and Lenny Kravitz’s “Are you Gonna Go My Way” at the VMAs, the band has redeemed itself. Any effort to rewrite the latest federal rules for radio must include a broad investigation into such issues as “pay-for-play” and artist intimidation, according to music and artists’ groups. Michael Bracey, director of government relations for the Future of Music Coalition, says his group wants the Federal Communications Commission to examine “pay-for-play and vertical integration” in the radio industry. The group opposes FCC rule changes that were enacted June 7. There were no big winners at the MTV Video Music Awards – Missy Elliott’s “Work It” won two awards, including video of the year, while Justin Timberlake, Coldplay and Beyonce had three apiece.
